Rebecca’s hot fudge sauce

2 cups white sugar
1cup brown sugar
1 cup cocoa
4 tablespoons flour
¼ cup butter
1½ cup water
½ teaspoon salt
½ teaspoon vanilla

1. Mix together all dry ingredients. Add butter and water; bring to boil for 10 minutes. Remove from heat and add vanilla.
